The Red Bank Board of Commissioners approved five ordinance items on second and final reading at its final 2025 meeting, voting unanimously on each.
The commission appointed attorney Brian Haas to preside over Red Bank City Court in place of Judge John Houston from Jan. 12, 2026, through Feb. 10, 2026, under ordinance 25-12-93. Commissioner Holmes moved the appointment and the motion was seconded; the roll-call vote recorded Mayor Stephanie Dalton, Vice Mayor Holly Beggar, Commissioner Jamie Fairbanks, Commissioner Terry Holmes and Commissioner Wilkinson as voting yes.
The commission also carried ordinance 25-12-94, an amendment to the Red Bank Municipal Code Title 20, Chapter 1 (the Air Pollution Control Ordinance), to provide for increased permit and certificate fees. A motion from Vice Mayor Beggar was seconded and the ordinance passed on second and final reading after no questions from Director Slay and no public comment.
On the city’s fiscal business, commissioners approved ordinance 25-12-95 to amend the FY2026 revenue ordinance (amending 25-12-82) and set the tax rate at 1.1306. Commissioners said the item had been discussed extensively at prior meetings and noted a correction to the certified tax rate that required recertification; the motion carried on a roll-call vote with the same five commissioners recorded as voting yes.
The board also approved two rezonings on second and final reading. Ordinance 25-12-96 rezoned property at 2633 Simpson Avenue from R-1 (residential) to RTZ (residential townhouse, lot-line). Ordinance 25-12-97 rezoned 2633 B Simpson Avenue from R-1 to RTZ. Both rezonings were moved, seconded, heard with no resident comments, and adopted unanimously.
The consent agenda — which included the Dec. 2 meeting minutes, acceptance of a $10,000 donation from DPL and an application for a $25,000 Tennessee Arts Commission grant — was approved earlier in the meeting by voice vote.
All formal motions and roll-call votes were recorded by the city recorder (identified in the transcript as Miss Perry). There were no recorded 'No' votes, abstentions, or recusals on the items carried at this meeting.
What happens next: ordinances adopted on second and final reading take effect according to their stated effective dates or as provided by municipal rule; the commission will receive further audit materials and reconvene on Jan. 20, 2026.
