Plan Commission approves Kwik Trip sign relocation and reduced sign separation for road realignment

The Onalaska Plan Commission voted unanimously Dec. 16 to approve a general development plan and the final implementation for a Kwik Trip freestanding signage relocation at 2800 Abbey Road (tax parcel 186423-0), allowing a reduced separation between freestanding signs where necessary because of a planned road realignment and a state Department of Transportation roundabout.
Brian Roberts, QuikTrip store engineer, told the commission the property was annexed into the city and that the road project requires relocation of the existing freestanding sign. He said underground storm sewer constraints limit alternative locations. "We're asking for that flexibility to be under a 100 feet between freestanding signs," Roberts said, adding the proposed sign will meet code except for the separation requirement.
Planning director Katie Aspenson said staff recommended reducing the minimum required separation from 100 feet to 72 feet on the northern side of the property and proposed nine conditions for the general development plan and eight conditions for final implementation. An unidentified speaker representing the project context noted the roundabout is a state DOT project expected to go under construction next year and that the overall corridor will be repaved.
A motion to approve the general development plan with nine conditions was made, and later the commission approved the final implementation with eight conditions. Commissioners clarified the approval authorizes no less than 72 feet between the two freestanding signs on the site following relocation. Both votes carried unanimously.
Staff will incorporate the applicable conditions of approval into the project's final permit documents.
