Council approves consent items, BMX lease, ordinances and vice-mayor appointment

Prescott Valley — At its Dec. 11 meeting the Prescott Valley Town Council approved routine consent-agenda items, adopted several ordinances on second reading, recommended approval of a Series 10 (beer and wine) liquor license to the state, and appointed Councilmember Matt Zurcher as vice mayor.
Consent agenda and BMX license: Council removed item 8g from the consent agenda for discussion and then approved a license agreement with Wheelhouse BMX AZ Inc., dba Mingus Mountain BMX, for a parcel at the fairgrounds at an annual rent of $2,400 (staff and council clarified a typographical error in staff materials that had shown $28,000). Operators explained camping and vendor arrangements and said the track hosts state qualifiers that generate revenue. The motion passed unanimously by roll call.
Ordinances: Council conducted second readings and passed Ordinance No. 2025-973 (authorizing third-party review for certain building permits in accordance with ARS 9-4-70.1), and also passed other second-reading ordinances to repeal and reenact business-registration and municipal-property-corporation provisions; votes on those items were unanimous.
Liquor-license recommendation: Following a public-notice review, staff recommended forwarding a Series 10 liquor-license application from Global Money Services LLC (3681 N. Robert Rd., Suite A) to the Arizona Department of Liquor Licenses and Control; council voted unanimously to recommend approval.
Vice mayor appointment: The council voted to appoint Councilmember Matt Zurcher as vice mayor (motion carried 6–1, with one abstention recorded by a council member), a routine annual appointment under town code.
