Council awards $735,790 rainwater-harvesting construction contract and approves related engineering amendment

Prescott Valley — The Town Council unanimously approved a construction contract with Earth Resources Corp. for a rainwater-harvesting project (CIP CW2511) and separately approved an amendment to the Civiltec Engineering professional-services agreement to reallocate design funds and add bidding and construction administration services.

Staff explained the project captures rooftop runoff at three locations to promote infiltration to the aquifer. The project budget is approximately $892,000 in total: a WIFA grant of about $714,000 (grant amount described as "in the amount of $714,000 and change") plus a town match. The single bid received from Earth Resources Corporation totaled $735,790; staff said the contractor expects about a 90-day construction window and that two capture basins will be replanted or restored once construction is complete.

Councilmembers asked technical questions about subsurface conditions and whether the recharge basins would be located over hard surface or compacted material that could limit infiltration. Staff said exploratory geotechnical work had been done and that the locations are expected to be suitable, though no absolute guarantee exists until excavation occurs. The council then voted to authorize the contract award and later approved Amendment No. 1 to Civiltec’s agreement to move design funds into construction services (staff said the overall design contract amount is not increasing).
