Recology contract drives small solid‑waste rate increase for North Bend residents

Public works staff explained the contract requires an annual collection charge adjustment based on the consumer price index and a separate disposal charge tied to King County’s assessed tonnage. The packet shows a CPI change of 2.715% for the 12‑month period ending June 30, 2025, and a disposal‑charge increase of just under 8%.
Using a 32‑gallon single‑family container as an example, the new monthly charge would be $58.70 — an increase of $2.19 from the current $56.51 — and the changes are reflected in the local taxes, rates and fees schedule. Staff said the county disposal component is outside the city’s control and that rejecting the contract adjustment could expose the city to breach‑of‑contract liability.
Council approved the ordinance as presented. Staff and council members urged residents that reducing waste tonnage will reduce disposal costs over time because the disposal charge is based on aggregate tonnage collected in the county.
Next steps: the new rates will be implemented Jan. 1, 2026, and appear in utility billing.
