Tempe staff recommend accelerating five performance measures including ending homelessness

City staff presented the results of an internal START strategy tool used to prioritize performance measures ahead of Tempe’s budget process.
"We identified five performance measures rising to the top: parks & safety, safety & neighborhoods, ending homelessness, tree and shade canopy, and quality of business services," said a Strategic Management and Innovation Office presenter. He said the recommendation was based on council scoring (totals, averages and medians) across 101 performance measures and that the exercise used a theoretical $100 distribution to encourage prioritization, not to allocate funding.
Staff emphasized the START tool is an early step to inform a performance-led budgeting process. If council directs acceleration of a measure, staff will work with performance owners and strategy partners to develop tactics and coordinate resources; staff said this process does not automatically add funding.
The presenter said staff will return with developed strategies at the March 23 work study session. Council members expressed appreciation for the briefing and raised no substantive questions during the session.
