The Lowell Area Schools Board of Education on Dec. 8 approved the annual evaluation of Superintendent Fowler after a presentation of domain scores and supporting comments from board members.
Board lead Pat reviewed the state-required evaluation tool and five domains — governance and board relations, community relations, staff relations, business and finance, and instructional leadership — and explained the available ratings and how they are combined. The board reported mostly 3s with several 2.5s and recorded an overall calculated average reported in the meeting as 2.9627 (rounded in this article to 2.963 for clarity).
“Mr. Fowler continues to represent the district well,” the board wrote in the evaluation commentary, noting frequent communication, follow-up on questions and positive relationships with staff and bargaining units. The presentation credited the superintendent and central office team with negotiating contracts, advancing capital projects and maintaining strong instructional programs.
Superintendent Fowler said it was “an honor to serve” and thanked teachers, families and the administrative team for their support and collaborative work to improve programs and communication.
Board members described the scoring process: individual scores were submitted by all seven board members, then discussed in a closed session allowed for evaluation purposes, followed by a meeting at Mr. Fowler’s request for direct conversation about the results. The board moved to accept the evaluation by motion and carried the motion by voice vote.
The board noted areas for continued emphasis, including better linking school-level work to district goals and more systematic reporting from principals at meetings. The evaluation and comments will remain part of the public record for the board’s Dec. 8 meeting.
The board’s next regular meeting is scheduled for Jan. 12, 2026.
