Columbiana council approves multiple ordinances, adopts emergency resolution to fund officer on county drug task force

The Columbiana City Council approved a package of ordinances in a Dec. 16, 2025 meeting and adopted an emergency resolution to accept Columbiana County funds to permit the city to assign an officer to the county drug task force.
Council completed second readings and approved the following measures by roll call vote:
• Ordinance 25‑O‑3315: Rezones 2.779 acres from C‑4 (intensive commercial) to R‑2 PUD (medium‑density residential). Outcome: approved on second reading.
• Ordinance 25‑O‑3316: Amends Ordinance 25‑O‑3280 to decrease transfers from the income tax fund by $60,000 to the general fund and $60,000 to the capital improvement fund for payment of current expenses. Outcome: approved on second reading.
• Ordinance 25‑O‑3317: Amends appropriation Ordinance 25‑O‑3279 by adding/reducing certain fund appropriations for current expenses. Outcome: approved on second reading.
• Ordinance 25‑O‑3318: Transfers up to $142,000 from the general fund ($100,000 to sewer fund, $42,000 to park fund) for payment of current expenses. Outcome: approved on second reading.
• Ordinance 25‑O‑3319: Makes temporary appropriations for current expenses for the first three months ending March 31, 2026. Outcome: approved on second reading.
• Ordinance 25‑O‑3320: Establishes dates of regularly scheduled council meetings and meetings of boards and commissions for calendar year 2026 and directs publishing/posting. Outcome: approved on second reading.
Council also moved to read and adopt Resolution 25‑R‑679 as an emergency to accept monies from the Columbiana County Board of Commissioners to be used exclusively for wages and related benefits to permit the city to assign an officer to the Columbiana County drug task force; the resolution passed on roll call.
Appointments and votes: Council voted to appoint two council members to the Volunteer Firefighters Dependent Fund Board (motion amended to name Ted Sowder and a second appointee transcribed as “Tigram”). That appointment vote produced recorded abstentions by Salvador and Graham and affirmative votes by Dottilio, Lisonbee, Banner and Cato.
