The Columbiana City Council on Nov. 18 approved a set of emergency measures to advance a walking‑trail grant application, a new health‑insurance administration agreement and a stormwater construction contract.
The council read and approved Resolution No. 25‑R‑676 (emergency), authorizing the city manager, as the local public agency, to prepare and execute a Transportation Alternatives Program (TAP) grant application for the Columbiana Mahoning Walking Trail project. The resolution was moved, seconded and passed on a roll‑call vote with council members recorded as voting yes.
Council then approved Ordinance No. 25‑O‑3312 (emergency), authorizing the city manager to enter into an agreement with BBG Inc. to administer health insurance benefits using an ICRA (individual coverage health reimbursement arrangement) that will take effect Jan. 1, 2026, for full‑time city employees. The manager had told the council earlier that the health insurance committee reviewed the 2026 renewal with BBG and recommended the ICRA as the most beneficial option; the manager asked council to adopt the ordinance as an emergency so benefits cards and administration can be ready by Jan. 1.
The council also approved Ordinance No. 25‑O‑3313 (emergency), which authorizes the city manager to contract with Faust Construction Inc. of Girard, Ohio, for materials and construction of the Court Street and Herster Street drainage improvements. Lance, the city manager, reported Faust submitted the lowest bid and staff placed emergency legislation on the agenda to expedite awarding the project.
In addition to the emergency measures, council recorded first readings or approvals on other items: Ordinance No. 25‑O‑3314 (first reading) to adopt the city’s Grant Funds Policy, Resolution No. 25‑R‑677 (first reading) to adopt a cybersecurity program to meet Ohio requirements, and Resolution No. 25‑R‑678 (first reading) to adopt zoning for a city‑acquired parcel adjacent to Firestone Recreational Park and certify the matter to the Planning Commission for review.
