Council adopts grant‑funds policy, cybersecurity plan and certifies zoning to planning commission

The Columbiana City Council on Dec. 2 adopted multiple administrative measures in a short session that included a public hearing on an unrelated rezoning but drew no public comment.
On a unanimous roll call the council approved Ordinance No. 2503314 (second reading), described in the meeting as “approving and adopting the grant funds policy of the City of Columbiana, Ohio.” The motion to adopt was moved by an attending council member (recorded as Speaker 3) and seconded; roll‑call votes recorded affirmative responses for Souter, Ditilio, Liston, Graham, Banner and Cato. The ordinance establishes the city’s formal policy for administration of grant receipts and compliance procedures (text in council packet).
The council also adopted Resolution No. 25R677 on second reading, adopting a cybersecurity program required of Ohio political subdivisions by Ohio Revised Code 9.64 (effective Sept. 30, 2025). That resolution passed on a recorded roll call with unanimous support.
Separately, Resolution No. 25R678 — to adopt zoning for a parcel recently acquired by the city and lying adjacent to Firestone Recreational Park and to certify that zoning to the planning commission — was moved and seconded and forwarded to the planning commission for consideration following a recorded vote in favor.
All three measures were presented as routine, with no public testimony or extended debate at the time of the votes. The council’s packet included ordinance and resolution texts and staff notes; council members registered their support on the roll calls listed in the official minutes.
The council closed the adopted‑items portion of old business and proceeded to several first readings on budget and zoning matters.
