McGregor council approves Walker Partners contract for Phase 2 street improvements

The McGregor City Council on Dec. 8 approved an agreement with Walker Partners to provide professional surveying and civil engineering services for Phase 2 of the city’s street-improvement program. The contract covers surveying, design, bidding and construction administration for the streets identified for Phase 2.
Walker Partners’ representative told the council Phase 1 work is finishing and showed a map that separates streets by work type: red (Phase 1), blue (Phase 2) and green (work for city staff). The consultant said 4th Street was removed from Phase 2 after staff determined 4th’s water line had been replaced within the last 10–15 years; Bowie was added because it has more water-line problems that the council and consultant said should be fixed before repaving. The consultant estimated design would take about four to five months, a one-month bid period and roughly seven months of construction, projecting completion of the improvements in 2027 if the council moves forward.
Council members discussed remaining road-bond funds. One councilmember estimated the remaining bond budget was ‘‘a little over’’ $1.5 million and suggested the total available might be in the $1.7 million range; another councilmember said the bond account had collected about $950,000 in interest. The council noted priorities will depend on funding and that 3rd Street — a principal east–west collector — is a likely priority.
After questions about timing, drainage impacts and coordination with a nearby private development (referred to as Bluebonnet Village), the council made and seconded a motion to approve the Walker Partners scope and contract. The motion carried on a voice vote.
The council’s action authorizes Walker Partners to begin survey work, which the consultant said could start after the holidays and feed into the design schedule described to the council.
