City signs $30,600 contract to install two Kinenbrew pieces; commissioners urge master plan

City staff told the Parks and Recreation Advisory Commission on Dec. 8 that a contract with Valdez Construction for $30,600 has been signed to install two Kinenbrew artworks — the Gate of Inspiration and three totems — that will be placed in Sumner Park and Fred Marsh. Work is scheduled to proceed in 2026 after combining projects to attract contractor bids.
Brian Smith said the projects were broken out between 2025 and 2026 and combined because individual pieces drew few bids. "We signed the contract. The work won't go forward until 2026," he said.
Several commissioners praised public art but warned placing installations without an adopted parks master plan could limit long‑term options for active uses like tennis. One commissioner said that installing art where a future tennis expansion may be planned could create site constraints and urged moving forward only after the master plan process.
Smith said the city plans to issue an RFP for the parks master plan in spring and use the 2026 budget cycle to adjust resources if needed. The commission will receive updates during the master‑planning process.
