Franklin Park council adopts 2026 fee schedules, approves Verizon franchise and hires two police officers

Franklin Park Borough Council on Dec. 3 approved several measures shaping operations and services for 2026, including new fee schedules, a cable franchise agreement with Verizon Pennsylvania LLC and two full‑time police hires.
The council adopted multiple resolutions that will set professional service rates for next year: Resolution No. 14-01-2025 ratifies and approves solicitor fees for 2026; Resolution No. 14-02-2025 ratifies borough engineer fees as provided by LSSE (Civil Engineers and Surveyors) for 2026; and Resolution No. 14-03-2025 ratifies stormwater engineering rates submitted by Civil & Environmental Consultants, Inc. The council also adopted Resolution No. 14-05-2025 to amend and revise the borough schedule of fees effective Jan. 1, 2026.
“Please adopt resolution number 1407,” the council recorded when approving the cable franchise authorization, and then approved execution of a franchise agreement with Verizon Pennsylvania LLC, giving the borough manager and solicitor authority to finalize the agreement.
The council moved and approved appointments for borough employees for 2026 (including recreation program director, superintendent of public works, finance director/treasurer, borough manager, golf course and parks manager, borough secretary and building inspector) and adopted the salary schedule effective Jan. 1, 2026.
On public-safety staffing, the council approved two full-time police officer hires. The council voted to hire Shane Dabby as a full‑time police officer at a rate of $43.73 per hour, effective Jan. 1, 2026, pending required testing. The council likewise approved hiring Reece Hayes at the same rate and effective date, pending testing.
Council also approved a motion authorizing the borough manager to execute a settlement agreement, in a form acceptable to the solicitor, resolving an eminent-domain matter involving two county property document numbers as read into the record.
What happens next: the adopted fee schedules take effect Jan. 1, 2026. The new hires are set to begin Jan. 1, 2026, pending completion of required testing; the Verizon franchise will proceed to execution by the borough manager and solicitor.
