Delaware Valley School District elects Jessica Decker president; new officers sworn in amid public calls for leadership change

Jessica Decker was elected president of the Delaware Valley School District Board of School Directors at the board’s organizational meeting on Dec. 4, 2025, winning a roll-call vote reported as five to four. Christine Agron was chosen vice president, and several newly elected or re-elected directors were administered the oath of office.

The meeting, convened as the district’s annual organization session, opened with the Pledge of Allegiance and a staff-conducted roll call that established a quorum. The board adopted the organizational agenda without objection and proceeded to nominate and elect a temporary president to run the meeting. Rosemary Walsh was nominated and elected unanimously to serve as temporary president before the board took up officer elections.

Matthew Contreras, who identified himself as a Delaware Valley School District taxpayer, used the public-comment period to both congratulate newly seated director Doris Smith and to press the board for a change in leadership. “The school board seriously needs a change of leadership,” Contreras said, adding his view that the district is in a “perilous, legal situation” and urging the board to change policies he described as allowing males in girls’ spaces. He referenced possible involvement by the federal Office for Civil Rights and called on the board to begin policy changes and improved communication with parents.

During nominations for president, board members put forward Jessica Decker and Jack Fisher. The board voted by roll call, with members stating their candidate choice when called; the result was reported as five votes for Decker and four for Fisher. The temporary president declared Jessica Decker elected and shortly afterward nominations for vice president yielded Christine Agron as the successful candidate. The newly elected president then assumed the chair.

Board staff distributed oath certificates to newly elected and re-elected members; those present repeated the oath of office, which referenced the U.S. Constitution and the constitution of the commonwealth. The board reviewed the posted list of legally elected or appointed members and reported no corrections.

The board announced its next regular meeting on Dec. 18, 2025 at 6:00 p.m. at the Delaware Valley Administrative Offices. Following adjournment, the board said it would meet in executive session to discuss personnel and contract negotiations.

The meeting record does not show a substantive board response to Contreras’s allegations during the session; the organizational agenda proceeded to officer elections and the scheduled executive session.
