Lee County approves map amendment and subdivision plats in Palmyra Township; tables chicken ordinance change

Lee County’s board on Nov. 17 approved a zoning map amendment and two subdivision-related petitions affecting properties in Palmyra Township, and sent a proposed text amendment on farm animals and chickens back to committee for revision.
Alice, the zoning staff representative, described petition 25P1653 from Coventine and Deanna Fidesz to rezone a narrow strip of land at the north end of a parcel in Palmyra Township from AG-1 (rural agricultural) to R-2 (single-family residential). The change would facilitate re-subdivision of Lots 4 through 7 in the Estates at Forest Hills Subdivision and would include a woodland preservation easement along the south border of those lots to restrict tree removal except for disease or storm damage. The zoning hearing officer recommended approval; the board approved the resolution (motion moved by Nancy; seconded by Friel).
The board also approved petition 25PC-81 (preliminary plat for re-subdividing Lots 4–7; parcel ~0.15 acres) and petition 25PC-82 (preliminary plat for re-subdividing Lot 1 of Twin Oaks Subdivision and including a second parcel; combined area ~3.52 acres). Both petitions were recommended for approval by the planning commission and were carried on the board floor.
Separately, the planning commission had recommended a text amendment (25PC-80) to Title 10, Chapter 5 of the Lee County Code of Ordinances to restrict farm animals and create regulations for keeping chickens in residential districts. A board member moved to table that ordinance and send it back to committee to consider revisions (including discussion of a proposed one-acre minimum lot size for keeping chickens). The motion to table carried.
Procedural notes: the zoning hearing officer and planning commission recommendations and parcel identifiers were read into the record; Elmira Township offered no objection to the discussed map amendment.
Next steps: The tabled text amendment will return to committee for revision; approved plats will proceed according to county subdivision procedures.
