The Village of Cross Plains board voted to adopt the 2026 budget and set the 2026 tax levy after a series of fund-by-fund approvals and supplemental budget requests.
The board approved the capital fund, debt service fund, tax increment district fund, general fund (which produced a modest reduction in the mill rate after contingency and revenue adjustments), water and sewer utility funds. Trustees opened and closed a public hearing on the proposed 2026 budget with no public speakers.
A protracted exchange centered on the library fund: the library director explained a projected surplus that includes endowment disbursements and county funding shifts, and described intended uses such as staff compensation adjustments and periodic building/fixtures work. Several trustees objected to budgeting a surplus as part of the library appropriation and argued the taxpayers should not be asked to pay for a budgeted surplus; they proposed instead that the library reduce the village levy request by the surplus amount.
A motion to reduce the library fund by $5,000 passed by roll call. The board then approved the library fund as amended and completed votes on other budgets. The council’s final motion adopted the 2026 budget and tax levy, with roll call votes recorded.
Trustees directed staff to publish the final budget documents and to bring any required supplemental budget items to the board for approval during the year.
