Outgoing Mayor Hector Sosa summarizes year as Claudia Frametta is sworn in

Outgoing Mayor Hector Sosa delivered a wide‑ranging final address at a special Downey City Council meeting, highlighting fiscal awards, economic projects and public‑safety initiatives and handing the gavel to newly sworn Mayor Claudia Frametta.

"As mayor, my goal is to make sure that every resident felt safe, supported, and empowered," the outgoing mayor said, listing the administration's five council priorities and citing the city’s continued recognition for budget presentation and fiscal stability. He told the chamber the city adopted its 14th consecutive balanced budget and noted the city had received national budget awards for consistent financial reporting.

City priorities and programs were a central theme. The outgoing mayor highlighted economic development wins — new businesses including a Precision Honda facility, a Sprouts grocery and a Shake Shack — and announced several legacy and future projects, such as the Columbia Memorial Space Center expansion and advocacy for the Southeast Gateway Line. He also described new service tools and pilot programs, including the Downey Connect app and an electronic plan‑check system intended to streamline permitting.

On public safety and resident services, the mayor announced a Measure D–funded security rebate program with $40,000 allocated: rebates of up to $250 for residents and up to $1,500 for businesses are available and applications remain open. He also described a pilot residential streetlight program with $200,000 available on a first‑come, first‑served basis for streetlight installations.

Claudia Frametta took the oath of office before the council and a room of local officials and community members. Pastor Art Reyes administered the oath; Frametta repeated the pledge to uphold the U.S. and California constitutions and to "well and faithfully discharge the duties" of the office. She thanked family and staff and said her mayoral year will continue a focus on public safety, fiscal prudence and economic development, including work on the Rancho Los Amigos South Campus and efforts to complete the Back 20 redevelopment.

Representatives from state and county offices and several neighboring cities presented certificates and remarks recognizing outgoing Mayor Sosa’s service. Assemblymember Blanca Pacheco and the office of State Senator Bob Archuleta each offered commendations; local mayors and trustees from nearby cities and Cerritos College also presented awards.

There were no public‑comment speakers or written comments submitted on the special meeting agenda. The council moved to close the public‑comment period and, after brief remarks from City Manager Roger Bradley, the mayor adjourned the meeting at 9:19 p.m.

The transition ceremony included remarks from community partners and clergy and concluded with a brief recess for refreshments and near‑term priorities outlined by the incoming mayor.
