Downey approves fee waiver of up to $10,000 to host LA Phil neighborhood concert at Downey Theatre

Downey City Council unanimously approved waiving up to $10,000 in facility rental and labor fees to support a Los Angeles Philharmonic Neighborhood Concert scheduled at the Downey Theatre on Dec. 4, 2025.
Director Jason Chacon described the proposed arrangement as a waiver of revenue the city would otherwise collect: "the proposed waiver would include $5,000 ... estimated facility rental fee ... and then $5,000 would be the labor fees that would be waived and the city would cover." Staff said the Philharmonic plans to bring roughly 25 to 35 musicians for a program roughly one to two hours long, with complementary plaza events and vendor elements on the theater plaza.
Councilmembers praised the opportunity to host the LA Phil and to increase arts access in the region; several noted coordination with Supervisor Janice Hahn’s office and county partners. With no objections, a motion to approve the fee waiver passed unanimously.
What’s next: Staff said a press release was scheduled for Nov. 5 and the city will proceed with facility coordination and publicity for the free concert.
