A public hearing in Lincoln was called to order Dec. 15, 2025, at 6:05 p.m. to consider an ordinance authorizing execution of an annexation agreement for Permanent Index Number 11-001-001-001-00. "For the record, there is no testimony provided," the presiding official said after asking for public comment.
A meeting participant identified in the transcript as Mr. Hablet told the hearing that a voluntary petition related to the matter was included in the meeting packet. "That voluntary petition has been signed by Kent and Julie Cross. It's been filed at the courthouse as per required," he said, and noted that any testimony would appear within that document.
After the announcements, Alderman Clemens moved to adjourn; Alderman Downs seconded the motion. The body approved the motion by voice vote and the public hearing was adjourned at 6:06 p.m. The petition and the annexation ordinance remain on the record and are available in the meeting packet; the transcript records no public testimony during this session.
