Council approves Macy's-area plat; delays further work on France Avenue underpass until property closing

The Edina City Council voted Dec. 2 to approve a preliminary and final plat for 7235 France Avenue related to the Macy's-area redevelopment. Community Development Director Carrie Teague told the council the planning commission unanimously recommended approval and that roadways and sidewalks included in the plat would be constructed and maintained by the developer while public easements or development-agreement provisions would preserve public access.
Member Risser raised concerns about how the promenade extension would be maintained and how public access would be ensured, noting the approach is not the city's typical dedicated easement but a development-agreement structure. Director Teague and city legal staff explained the development agreement details maintenance and rights of public use.
Separately, Mayor Hovland and staff noted the council earlier amended the agenda to table item 8.2, a planned discussion about hiring consultants to study a possible France Avenue underpass, because a necessary property closing has not occurred. The mayor said the item is continued to the Jan. 20, 2026 meeting so the council does not undertake consultant work before the development is finalized.
The actions taken: council approved Resolution 2025-1007 (preliminary/final plat for 7235 France Avenue) and tabled the consultant purchase for the France Avenue underpass to Jan. 20, 2026. Councilmembers said they expect further review of ADA access and development agreements as the project proceeds.
Next steps: development agreement and easement/maintenance terms will be enforced as written; staff will return to council if the property closing or project details change.
