The Edina City Council voted to approve a $280,471.95 request for the rental and installation of a temporary chiller for the South Rink at Braemar Ice Arena following a major equipment failure in November.
Residents had raised concerns about arena communications and maintenance. David Frankel asked why information about repairs and maintenance had not been posted on the city website and urged better facilities tracking. "We need a concise messaging to the residents," Frankel said during public comment.
At the meeting Member Risser questioned the procedural alignment of the expenditure with state statute and sought counsel from the city attorney. The city attorney said the emergency expenditure did not appear to violate state statute and characterized the action as an expenditure taken under emergency circumstances to prevent further damage.
Director (operations) explained staff secured a temporary chiller immediately after the failure to restore ice operations and later brought the expense forward for council approval. "We had to spring into action to create a temporary situation that didn't have any long-term risk beyond this expense," staff said.
The council approved the purchase request by motion; the vote was recorded as four in favor and one abstention (Member Risser). Councilmembers said staff will provide follow-up analysis on whether other options existed and a fuller accounting in subsequent reports.
The temporary chiller is expected to remain in place through March 31, 2026, while staff evaluates permanent replacement options and final repair costs.
