Dr. Amy St. John, the district finance presenter, briefed the Francis Howell R‑III Board on Nov. 20 about routine budget amendments and longer‑term fiscal pressures.
St. John explained that the district commonly brings amendments in the fall after federal program allocations are finalized and described a modest net increase (spoken as approximately $245,003) tied to revenue and expenditure realignments. She said a $20 million expenditure shown in the report reflected projects completed over the summer and that the district’s projected year‑end fund balance remained near 27.59 percent under current assumptions.
On risks, she told the board a lawsuit and pending policy changes could reduce projected balances: "There has been a lawsuit that has been filed ... that's still on the horizon for April 2026," she said, and noted a scenario that would reduce reserves by roughly $4,000,000 in the first year and larger numbers in later years if certain transfers occur. Board members asked for future scenario modeling; St. John said staff would show the effect of Senate Bill 190 and related measures in forthcoming reports and will present an overall summary in December.
Board discussion also touched on employee insurance costs (medical and pharmacy trending higher) and a wellness initiative partially funded by returned Cigna funds (about $150,000) to support wellness programming. The board approved the financial report at the meeting by voice vote.
