Trustees then considered Ordinance 2025‑0‑28 declaring 38293 North Loyola Avenue surplus and authorizing disposal. Village staff described the village's prior abandonment proceeding for the parcel (incurring roughly $8,500 in legal and maintenance costs and approaching $9,500 total). Under the donation agreement, the land bank will reimburse the village for eligible expenses from the proceeds of any future sale and will earmark any net proceeds for future local projects rather than depositing them into the land bank's general funds.
Trustee Wood moved and Trustee Gust seconded a resolution approving the donation agreement (Resolution 2025‑R‑31); roll call votes were recorded and both measures carried.
Supporters said the land bank has staff, grant funding and developer relationships that can make rehabilitation and marketing more efficient than village‑led efforts. Trustees emphasized the village retains veto/oversight rights if a proposed disposition is not acceptable to local officials.
