Council adopts 2026 business-license threshold update to match state model

Mount Vernon’s City Council on Dec. 17 adopted Ordinance 39-32 to update the municipal business-license model consistent with the State Department of Revenue’s 2026 changes.
Finance staff said the update raises the threshold at which an out-of-city business must register with the city from $2,000 to $4,000 in gross proceeds effective Jan. 1, 2026. The state model also includes an automatic periodic threshold increase tied to cumulative inflation (CPI) every 48 months. Doug said the change is intended to reduce the regulatory burden on small, out-of-city businesses and align municipal rules with state guidance.
Council debated the policy rationale and potential small-business support goals before moving, seconding and approving Ordinance 39-32 by voice vote.
