Resident urges council to delay proposed law-director contract until incoming council reviews it

John Loftus, a resident of 4231 Lander Road, addressed the Orange Village Council during public comment on Dec. 3 and asked the body to delay action on Ordinance 2025-26, which would authorize the mayor to enter into an agreement with Stephen L. Byron (and the associated firm) for legal services beginning Jan. 1, 2026.
Loftus said it was “disturbing that you'd be taking such action in January” while a new council will take office and urged council to give incoming members a chance to review the arrangement. He suggested the council consider passing a short extension—30 or 60 days—of the existing agreement, as the council did previously in November for another contract, to allow time for review and ensure the village “is getting the maximum benefit for its expenditures.”
Council members acknowledged the comment; administration and staff indicated that first reading was occurring that night and that final passage typically would be scheduled at a subsequent meeting. No postponement or final vote on Ordinance 2025-26 occurred at this meeting.
Next steps: Ordinance 2025-26 remained on first reading and is scheduled for further consideration at upcoming council meetings, where council may decide whether to hold, postpone or adopt the ordinance.
