Orange Village adopts cybersecurity program to align with state law

Orange Village formalized a cyber security program on Dec. 10 after council members discussed the state requirement and the village's existing practices.
The ordinance, introduced as Ordinance 2025‑29, adopts policies for protection of government data, incident response, training and reporting of cyber security incidents pursuant to Ohio Revised Code section 9.64. Council members said the village already follows standards developed by Chagrin Valley Dispatch and that adopting the program primarily memorializes current procedures so staff can demonstrate compliance if state auditors review the village.
One council member described the state statute as of "dubious validity" but the majority said it was more efficient to adopt the required program than to challenge the mandate. The council moved to suspend the rules and adopt the ordinance so the policy would be in place; roll call votes approved the suspension and the ordinance.
Council indicated that the ordinance will not change day‑to‑day operations but will provide a written policy for audits and incident response.
