The Orange Village Council on Dec. 10 approved adjustments to the 2025 budget and adopted the 2026 appropriations ordinance after a presentation by finance staff.
Finance staff summarized the 2025 amendments, saying the village reclassified worker's‑comp costs into a single Administration account to avoid overstating individual departments and moved capital items into 2026 where projects would not be paid in 2025. The council also approved a $600,000 transfer into Fund 401 to build reserves for future capital expenditures and a transfer into Fund 403 to fund dog‑park improvements using a county appraisal estimate provided earlier in the year.
Dana, the village treasurer/tax administrator, reported the Oct. 31 cash balance at $19,913,946.68 and said general‑fund revenues were at about 95% of budget while expenditures were about 68.6% of the appropriation year‑to‑date. Dana also noted October gross income‑tax collections of about $811,000, roughly $73,000 higher than October 2024.
Council members asked clarifying questions about the reclassifications and carryovers. The ordinances were moved, seconded and approved on roll call. The votes recorded councilmembers Ulner, Vincent, Foster, Madden, Perry and Silver voting in the affirmative; Councilmember Ryan Bilski was excused from the meeting.
The ordinances change line‑item classification and shift several capital costs into 2026 so those projects will be funded in next year's budget. Council indicated staff will return with any needed amendments if costs or project schedules change.
The council proceeded to other agenda items after adopting the appropriations ordinances.
