Council adopts intergovernmental annexation settlement agreement to pause arbitration

The Newman City Council voted Nov. 25 to adopt an intergovernmental agreement among the City of Newman, Coweta County and NCTI LLC that pauses an arbitration panel connected to a pending annexation matter and sets minimum terms to resolve disputes if the council later elects to proceed.
Staff explained the agreement primarily stops the arbitration process and saves the parties the expense of a hearing; it does not obligate the council to approve annexation. The terms were reported as having been approved by the Coweta County Board of Commissioners and executed by the developer, and staff recommended adoption in order to halt the arbitration panel process.
Mr. Sears was online during the discussion and available to augment the record if needed. After brief questions and no public opposition, the council adopted the agreement by voice vote.
Next steps: Adoption halts arbitration; any annexation decision would still require a separate hearing and a council vote.
