A presenter working with city staff explained that the guidance — developed with input from Dr. Jay Dorsey, a water-resources expert formerly at Ohio State — is aimed at reducing recurring errors in stormwater plan submissions and ensuring consistent submittals from developers. The presenter said the guidance clarifies technical modeling details that often cause confusion, including the difference between directly connected and unconnected impervious areas and how downspout connections affect runoff timing.
“Think about downspouts… In the newer developments the downspouts are directly connected to this storm system most of the time,” the presenter said, describing how connected systems produce more immediate runoff and thus change modeling outcomes. Staff said the appendix would be published on the city website, accompanied by a cover letter announcing the public comment period; written submissions and in-person comments at the next meeting will be accepted.
Commissioner (speaker 2) moved to add the guidance to the rules and open the public comment period; the motion received a second and passed on a roll-call vote recorded by the clerk (Mister Sires: Yes; Mister Ball: Yes; Mister Reinhart: Yes; Miss Vissenberg: Yes). The presenter noted that consistent guidance should reduce repeated plan reviews and the cost to applicants, because stormwater project reviews may otherwise impose per-review fees that can be substantial for large developments.
