Prescott Valley staff presented a draft traffic‑calming guideline at the Nov. 6 study session intended to standardize how the town receives resident complaints, investigates speed concerns and deploys low‑cost and physical traffic interventions.
Parker Murphy, the town’s traffic engineer, said the guideline is resident‑led and data driven: neighborhoods initiate requests, staff collect speed and volume data, and then engineering evaluates appropriate tools from a toolbox that ranges from lane‑marking changes and speed‑feedback signs to temporary devices and, where warranted, physical measures. He emphasized that many neighborhood roadways are built on chip‑seal or native sections for which some physical devices are not suitable and that certain devices can hinder snowplow operations.
Murphy said lower‑cost, temporary options — including speed‑feedback trailers and radar add‑ons for existing message boards — can be rotated and provide measurable, short‑term mitigation. When asked about available equipment, staff said police operate two speed‑feedback trailers and the town has four mobile signs, with two permanently deployed on Glassford Hill.
Council members and staff agreed education, enforcement and engineering are complementary steps. Staff noted staffing and sign‑budget constraints could influence wider deployment and recommended community petitions and data collection as the first step in requests for traffic‑calming measures.
