Planning board schedules Wetlands Conservation District amendment for Dec. 4 public hearing

The Swansea Planning Board voted Nov. 20 to place an amendment to the Wetlands Conservation District on the Dec. 4 public hearing agenda. The amendment, read aloud by the chair as Article 1, would replace Section 7 of the zoning ordinance and revise permitted uses and conditional-use procedures for the Wetlands Conservation District.
During discussion the board added a new conditional-use item to clarify that a conditional use permit may be granted for the "removal of trees, stumps, and root systems." The chair explained that existing conditional-use language allowed removal of unsafe or diseased trees but left stumps and roots intact; the proposed new item would permit stump and root removal by conditional use where necessary for permitted activities such as access or road work.
Victoria Ames moved to place the Wetlands Conservation District amendment on the Dec. 4 public hearing; Richard Lane seconded and the motion passed by voice vote. Members noted the language included in the packet is a placeholder and "that language will be solidified before notices are sent out." The Dec. 4 hearing will consider the full revised Section 7 language and any comments from property owners and stakeholders before the board finalizes a recommendation for the warrant.
