Mayor Nichols read the consent items into the record: approval of Nov. 17, 2025 council minutes; approval of expenditures totaling $2,062,744.33; a resolution approving property/casualty, cyber and other insurance; authorization to purchase Toughbook laptops for the police department; adoption of fee structures for consulting engineer Gewalt Hamilton Associates; an intergovernmental agreement with Lake County Stormwater Management for the Round Lake Drain master plan; engineering expenses for the 2026 road program; a change order with Dorner Company for repairs of the Wood Street pump station; an ordinance approving minor changes to a planned development for AR Building Company at 36299 North Illinois Route 83; an ordinance granting a special-use permit for automotive sales at 119 West Rollins Road; and a resolution approving a proposal from ClearGlove for integrated budget software.
The consent packet also listed the levy ordinance and an ordinance authorizing abatement of property taxes to pay principal and interest on series 2016 A & B general obligation bonds ($7,900,000) and a later series noted in the record as $9,075,000.
A motion to approve the consent agenda was made and seconded. The clerk conducted a roll-call vote: Trustees Husk, Morales, Davis, Ibera, Hilsheim and Stout each answered 'Aye.' The mayor declared the motion carried.
