The planning commission on Dec. 17 recommended that the City Council further study an applicant‑filed comprehensive plan amendment (the “Everest” docket request) that would change a small parcel’s land‑use designation from Employment Medium (EM) to Residential Medium (RM).
Planner Deb Powers summarized the application and staff’s recommendation to deny. The parcel is a small, isolated EM designation in the Shelton View / Meridian subarea; it is vacant following prior demolition work, includes a stream critical area, and has expired permits. Staff concluded the applicant did not make a compelling case to alter the recently adopted comprehensive plan and cautioned that approval could undercut long‑term job‑growth targets and set an unfavorable precedent.
Several commissioners said the site’s context merits closer study. Commissioner Westerbeck, who visited the site, described the parcel as a “square peg” in an employment designation and suggested a mixed‑use or transit‑oriented solution could fit better than a strict employment-only approach. Commissioners noted that adjacent Canyon Park subarea work is slated for 2026 and urged staff to consider parcel context as part of a broader subarea analysis rather than a siloed parcel decision.
Commissioner Westerbeck moved to recommend the request for further analysis on the 2026 docket; Commissioner Jones seconded and the motion passed. Staff will pull additional information and return to the commission and the council as part of the annual docketing and study process.
Staff cautioned that the city’s five‑year workplan is stretched and that adding an independent docket item could bump other code projects; commissioners said they understood capacity constraints but nonetheless wished to analyze zoning suitability more closely for the parcel and its surroundings.
