An on‑site engineer answered commissioner questions about old infrastructure: he confirmed that old tanks and pits not part of the redesigned treatment system will be removed as required by environmental‑health rules, that one existing seepage pit will be reused alongside newly installed seepage pits, and that the system was designed to meet groundwater quality standards and Water Board requirements.
A motion to approve the CDP amendment — with revised language explicitly preserving Coastal Commission appealability — carried on a roll‑call vote. Staff clarified that the adopted resolution authorizes OWTS use but does not specify which construction phase the authorization applies to.
What happens next: The amended CDP will be included in the planning record; because the project or its amendment is appealable to the Coastal Commission, parties with standing will retain appeal rights within the statutory period.
