Staff told the commission the request "meets the minimum requirements for consideration by the zoning commission." Applicant Richard Luke Waggly described plans to add approximately another 5,000 square feet to an existing roughly 5,000-square-foot metal-roofed structure, saying the addition would be to the rear, "so we're gonna double the size of the shop." He said the project would include a dumpster enclosure and front landscaping.
Commissioners asked practical questions about parking and site conditions; staff noted previous approval in 2021 had expired for failure to pull permits. The applicant discussed floodplain elevation constraints: he stated his slab height is at 55 feet and the base flood is 58 feet, and he told the board that "if the addition cost 45 percent less than the current value of the building" certain elevation rules would apply. On the record he said the building’s current value was $315,000 and that the addition cost was "right at $1.30" (transcript). Chair and commissioners confirmed the applicant has obtained flood insurance.
A motion to approve, made by Mister Pino and seconded by Mister Frodeau, passed on roll call. The commission approved the conditional use permit with conditions and standard compliance requirements; the applicant thanked the board.
