The Independence City Council on Dec. 9 adopted Ordinance 2025‑66 (amending Ordinance 2024‑27 for nonexempt personnel compensation) and Ordinance 2025‑67 (amending Ordinance 2023‑141 for exempt personnel compensation).
Mike, the city’s new human‑resources director, told council the administration contracted with an outside firm, OutSolve, to compile salary comparisons with eight local municipalities and private‑sector positions. He said the vendor provided a private‑sector analysis that, combined with the city’s peer data, supported updates to pay ranges. The presentation noted some private‑sector positions (for example attorneys and engineers) pay higher than local government equivalents.
Council members asked several technical questions: one member requested confirmation that a Level‑6 classification for trade craftsman should be “trade craftsman 2” (an exhibit reference), and another asked for apples‑to‑apples comparisons with similarly sized communities rather than only much larger cities. The mayor and HR director said they would verify classification numbering and follow up on comparability data. The ordinance tracks differences between exempt employees (who do not receive overtime) and nonexempt employees (who may receive overtime), which was offered as a rationale for different percentage changes across job classes.
