After debate, the commission approved the item with the traffic‑study condition; two commissioners recorded their dissent.
Architect Jeff Winter of Asensia Architecture, representing the applicant, presented a preliminary site plan he said separates truck and automobile circulation, with designated truck entry and exit points and a controlled internal loop. "We have 24 acres of controlled parking for trucks," Winter said, describing designated entries, separate circulation for trucks and cars, and planned staffing for trash pickup and parking control.
Several Yucca residents urged greater study and mitigation. "Trucks pulling off the side roads ... is going to become a big serious issue," said Mike Doyle, who told the commission he had experienced unsafe interactions with trucks near the bridge at Exit 25. Carol Langamo described repeated incidents of dangerous driving and littering and said local infrastructure is not equipped to handle more heavy vehicles. Jamino Smothers said existing congestion at nearby truck stops makes adding more truck traffic unsafe.
Commissioners and staff repeatedly noted that the frontage road and ramps fall under ADOT jurisdiction and that ADOT approval of access would be required. Staff and the county’s public‑works representative said ADOT typically requires off‑site improvements, such as turn lanes or frontage road upgrades, and that the county would not approve a site plan without those approvals and required traffic analyses.
To address those concerns, the commission’s motion required a professional traffic‑operations engineer’s review of any ADOT recommendations and required the applicant to provide a third‑party traffic impact analysis as part of the application and approval process. The motion was made by a Mohave County Public Works representative and seconded; the motion passed with two recorded nays (Martin and Hubbard as recorded in the meeting transcript).
The approval advances zoning and general‑plan changes for the parcel but leaves detailed traffic mitigation and ADOT sign‑off to later site‑plan and permitting steps. The commission closed the public hearing after approving the condition and moved the item forward to the Board of Supervisors for final action.
The applicant and county staff said further details — including any phased construction plan, exact off‑site improvements and timing — will be resolved during site‑plan review and in coordination with ADOT and Mohave County Public Works.
