The Board of Commissioners approved first readings of ordinances to rezone property at 2633 Simpson Avenue from R-1 (single-family residential) to RTZ (residential townhouse/zero lot line).
Planning staff told the commission the planning commission and staff unanimously recommended the rezoning to allow small, incremental infill development that can increase housing supply. "We know that we have a low housing stock and a high housing need," a planning staff member said, explaining why small additions of housing can be impactful across the city.
Public concerns raised in a petition included traffic, roadway condition and perceived loss of private green space. Planning staff addressed parking concerns and noted the zoning code requires two parking spaces per dwelling unit. Staff said concept plans showed attached two-car garages and roughly 16-foot driveways, which would also accommodate on-driveway parking.
Commissioners debated the change in context: one commissioner noted two homes were already allowed by right on the parcel and that permitting three smaller homes could increase affordability and property tax revenue for the city. A motion to approve the rezoning was moved and seconded and carried on first reading; the commission also approved a related continuation ordinance.
What it does: the rezonings (Ord. 25-12-96 and Ord. 25-12-97) amend the zoning map to permit townhouse-style zero lot line development at the site, enabling up to three dwelling units under the proposal presented to staff and the commission.
Next steps: Both ordinances passed first reading. If the items return for subsequent readings, the commission may consider any additional public comment or conditions before final adoption.
