Buckfield appoints Glenn Holmes to Maine Waste Energy board after $38,000 special assessment

The Buckfield Select Board on Nov. 18 voted to appoint Glenn Holmes as the town’s director to the Maine Waste Energy board after learning of a $38,000 special assessment for Buckfield and Sumner combined.
Speaker 3 told the board that Maine Waste Energy’s cash reserves had been depleted and that the organization issued special assessments to member towns. Initially presented as a $29,000 combined assessment, recalculation and requests for invoices from other municipalities increased Buckfield and Sumner’s share to $38,000 and shortened payment terms. Speaker 3 described the new billing as more urgent than first communicated and said the town’s solid waste reserves could be substantially depleted if the assessment were paid this fiscal year.
Speaker 3 recommended appointing Glenn Holmes — a Buckfield resident with prior regional experience and contacts — to serve as the town’s Maine Waste Energy board director to investigate invoices, ask for documentation, and press for accountability. Speaker 2 moved to appoint Glenn Holmes, the motion was seconded, and the board approved the appointment by voice vote.
Speaker 3 said the town is concerned about future special assessments and that an actively engaged board director could help determine underlying causes and stop recurring assessments.
