Pamela Lynch, CRA executive and economic development project manager, explained the new two‑party funding agreement between the City and Sanford Main Street as the CRA sunsets. Per the agreement, the first calendar year will see an increase to $72,000 (paid monthly) for 2026, reverting to $48,000 in 2027. Lynch explained the transitional request of $18,000 represents nine months of the gap between the two budgets and noted economic development would contribute $10,000; additionally, Mayor Woodruff offered $5,000 from mayoral funds, Commissioner Austin offered $2,000 and Commissioner Thomas offered $1,000 to bridge the transition. Commissioners praised Main Street’s welcome center metrics and the organization’s role in downtown visitation.
The commission also accepted the REEI Committee report presented by co‑chairs Barbara Coleman Foster and Toni Hernandez, who outlined partnerships with local museums and the Peace and Justice Institute, described the Sanford Speaks engagement series and explained the Goldsboro commemorative quilt project (postponed to a February dedication). The committee emphasized partnership, persistence and educational outreach as pathways to reconciliation.
Separately, the meeting’s Art in Chambers program featured artist Patty King, who described a 'seapour' watercolor technique that uses ocean‑tumbled paper and natural materials; commissioners thanked her and the Public Arts Commission for the exhibition.
The Main Street funding motion and acceptance of the REEI report were recorded on the consent agenda and approved by the commission.
