The Sanford City Commission approved several land actions on first reading tied to ongoing housing developments in the city.
Staff recommended and the commission approved Ordinance 48‑39, a voluntary annexation to add 0.39 acres at 405 Virginia Avenue into the city. Staff said the annexation request met the criteria under Florida statutes and no members of the public spoke during the public hearing before the commission voted to adopt the ordinance on first reading.
Two related ordinances to vacate and abandon public rights of way were also approved on first reading to accommodate a multi‑phase residential development by Wendover Housing Partners. Planning staff explained that each development phase consists of 80 units; Wendover representatives Victoria Sipplin and Ryan Bottomwell confirmed the project is two phases for a combined 160 units and showed site plans explaining parking, amenity space and road connections. The commission accepted staff’s recommendation to approve Ordinance 48‑41 (partial vacation of Avocado Avenue) and Ordinance 48‑42 (vacation of Castle Brewer Court) after public hearings with no speakers.
City staff noted the Avocado vacation corrects a discrepancy from a previous 1951 action and that the parcel connections are necessary to link the new phases with prior Monroe Landing and Somerset phases. Commissioners asked for clarification on parking counts and next steps; staff said additional public hearings will occur when the planned development returns for final approvals.
The actions were presented as first readings and recorded as such at the Dec. 8 meeting. The commission’s approvals allow the developer to proceed to subsequent permitting steps and planned‑development hearings.
