The Baltimore County Board of Education voted to approve a virtual inclement-weather plan for the 2025–26 school year after a presentation by Superintendent Rogers and follow-up questions from board members.
Rogers said the district surveyed stakeholders and received more than 6,500 responses. On whether to extend the school year rather than use virtual days, 74% opposed extending the year; on whether to transition to virtual days after the three built-in calendar days, 68% supported transitioning to virtual days after the three traditional days.
Rogers said the plan follows state requirements and district practice: "There are a minimum of 4 hours of synchronous instruction for all students," and the plan uses a two-hour delay schedule to allow teachers time to transition instruction from face-to-face to virtual delivery.
Board members questioned operational details including device access for younger learners, how families will be notified, how teachers will plan, and how many synchronous hours are included. The superintendent said the plan includes the four-hour synchronous minimum and that schools will use advance messaging and paper packets where needed.
A motion to approve the virtual inclement-weather day plan passed on a roll-call vote with one No vote by Miss Dimonowski; the board asked staff to post the plan on the district website and to provide clarifying communications for families about device logistics and schedules.
