Santa Fe County commissioners authorized the county manager to negotiate and execute a new jail management system (JMS) contract with Global (product: Jail Tracker), following a competitive RFP and a staff recommendation that the incumbent system (Securus/XGEL) is at end of life.
The county’s jail leadership explained the JMS stores classification, charges, bonds and other custodial information. Deputy staff said the system will integrate with the county’s enterprise resource planning and some operational records but medical records and HIPAA‑protected information will remain in the jail’s electronic medical record (EMR). The deputy said the JMS and EMR will communicate where allowed, but HIPAA‑sensitive items (treatment plans, medications) will remain in the protected EMR.
Commissioners asked whether the JMS could integrate with community case‑management platforms such as Unite Us/Connect to support reentry referrals. Jail staff said reentry and case managers will continue to run manual referrals into the community platform; the JMS does not automatically populate Connect records.
Action taken: The board delegated authority to the county manager to negotiate and execute the agreement (purchase order and contract authorization for a four‑year term) and to sign related purchase orders. The motion passed on a voice vote.
Fiscal and operational notes: Staff said the procurement follows a formal RFP and that contract particulars (pricing, data‑sharing clauses and service‑level expectations) will be finalized by the manager during contract negotiation.
