City Clerk Debbie Burke presented the packet and explained that minutes are ordinarily on the consent agenda but that several regular‑meeting minutes were bundled for this session. "Because consent agenda is for regular meetings," Burke said, explaining staff’s rationale for presenting the minutes as a single action.

A council member moved to approve the minutes; the motion was seconded and passed unanimously by voice vote. The meeting concluded and the mayor adjourned at 12:14 PM.
