Council appoints board members and authorizes advertisement of personnel ordinances

On Dec. 9 the Monroeville council approved a slate of resolutions and authorized advertisement of personnel ordinances. Council passed resolutions appointing Philip Toney to the Ward 6 vacancy on the library board (three-year term), Kelly Fennessy Meredith to the Ward 7 library vacancy (three-year term), Heidi Lawrence to the planning commission (four-year term), Michael Gaitos to the Ward 1 vacancy on the zoning hearing board (five-year term), and William McClellan to the Police Civil Service Commission (six-year term).
Council also voted to advertise an ordinance reappointing Alexander J. Graziani as municipal manager under the Monroeville Home Rule Charter and approving an employment contract establishing a term of employment covering 2026 through 2027, including salary and benefits as described in the charter reference. The advertisement step was approved by motion and roll call and will return for subsequent consideration.
Separately, council authorized advertising an ordinance for a personal benefit agreement for Police Commander Jason Safer; that action was limited to advertisement only and will return for formal consideration after required public-notice steps.
All listed appointments were approved by roll call or voice vote during the meeting. The manager and council members offered brief remarks thanking outgoing members and recognizing municipal staff work during the transition.
