Monroeville council adopts omnibus 2026 budget, holds millage steady at 5.5 mills

Monroevilles council voted to adopt an omnibus 2026 budget on Dec. 9 that combines several funds into a single package while preserving the municipalitys real-estate millage at 5.5 mills.
The budgets total across funds is $53,920,528, the municipal manager, Alexander J. Graziani, told council. He said the general fund totals $41,952,411, the capital improvement program is about $7,000,000, liquid fuels (state gas tax allotment) is $870,000, the MS4 (pollution control and flood-reduction fund) is $3,500,000, and the Allegheny County Library Association amount accounted for bookkeeping is $590,117.
Graziani told the council the administration is presenting an omnibus budget so members see all funds together rather than in separate appendices. Mayor and other council members emphasized that no tax rates in the package increased from last year; during the millage vote the mayor stated explicitly, “There is no tax increase with this budget.”
After discussion about the format and timing of the budget book, council voted to adopt the omnibus budget. Roll call reflected a majority in favor; Councilmembers Adams and Stevenson voted no. The council then approved an ordinance fixing the 2026 real-estate millage at 5.5 mills per dollar of assessed valuation.
Council also adopted related ordinances included in the omnibus package: continuation of local taxes (deed transfer tax at 1% of sale, mercantile and business privilege taxes, and a local services tax of $52 per worker under the Local Tax Enabling Act of 1965), the 2026 salary structure for nonunion exempt and nonexempt employees, and the 2026 fee schedule.
The mayor and manager emphasized that many of the line items presented in the omnibus total were included in previous budget books as appendices and that the current presentation brings those funds into a single comprehensive document for clarity. The council approved the measures by recorded vote and the mayor declared the ayes have it.
Next steps: ordinances advertised where required will return to council for final readings or further consideration in January.
