Mark Hill told the board the city will seek a Road to 0 traffic-safety grant to fund enhanced pedestrian crosswalks along Malvern Avenue, a corridor identified in the city's safety action plan as a high‑injury network. "The grant would provide up to $200,000 with no local match required and must be delivered within 1 year," Hill said.
Hill said the proposed project would install enhanced crosswalks at four intersections — Jefferson Street, Creek Street, Church Street and Boulevard — that serve neighborhoods, transit riders, city offices and routes toward downtown and the Creek Greenway. He described pedestrian visibility, exposure, and nighttime conditions along Malvern as contributing factors to serious crashes and said enhanced crosswalks are a proven countermeasure to improve driver yielding and pedestrian safety.
Director Holiday asked whether a full $200,000 award would cover all four crosswalks; staff replied their estimate is $192,000 but cautioned costs could change. Board approval of resolution R2604 would authorize staff to submit the grant application; the packet did not record a final award at this meeting.
The board will consider the resolution for formal action at its Jan. 6, 2026 meeting.
