He described services the program offers in addition to core coverage: free legal support for insurance-related issues, a nurse triage line for employee injury reporting, the Ready Rebound program for priority treatment and post-incident care, annual safety grants and dividend payments tied to safety performance. The presenter said customer service for the municipality would be handled locally by R and R Services in Waukesha.
On fleet coverage the representative explained replacement-cost rules: vehicles valued over $100,000 receive replacement-cost coverage for 10 years; vehicles under $100,000 receive replacement-cost coverage for five years. He said the village list includes 18 vehicles and that the board could pursue individual "agreed value" coverage for specific units at higher premium if desired.
Board Member (Speaker 2) raised a procurement fairness question, asking whether the incumbent insurer, the Horton Group, had the opportunity to submit a separate proposal. Staff (Speaker 3) and the Presiding Official replied that Horton submitted renewal figures and was aware the village sought other options, but that Horton's full 2026 pricing only became available late in the process. The insurance representative confirmed their proposal had been prepared in advance, and said the firm proposed before some renewal numbers were finalized.
Presiding Official (Speaker 1) moved to accept R and R Insurance's proposal and allow the renewal from the Horton Group to lapse rather than re-accept it; the motion was seconded and passed by voice vote.
