Shawnee County gives status update on 2025 capital improvement projects

Shawnee County staff delivered a year-end Capital Improvement Program update Dec. 18, reporting the status of 2025-approved projects and prior-year obligations.
Jennifer (staff) said the county approved $2,000,001.87 for 2025 CIP projects and had $1,051,074 in projects fully completed, including court desktop refreshes, courthouse printer replacements, a public works backhoe, Event Center sport court purchase and sheriff pursuit vehicle replacements. Several projects remain open or partially paid: Department of Corrections security system upgrades, perimeter door replacement, EOC siren/radio encryption and testing, a dump truck order, and staged courthouse restroom renovations funded across multiple years (about $565,000 currently set aside). She reported $250,000 reserved for JP Lewis HVAC replacement and noted some RFP activity and vendor invoicing still in process.
Jennifer reviewed prior-year open items that remain encumbered or on hold, including fiber conduit funds repurposed for network switch replacement, Heritage Hall renovations near completion with about $15,000 remaining, tactical command vehicle updates, and AGHAWAL restroom repairs left on hold pending a larger plan. She said completed items have been paid out and that remaining encumbrances will be closed as invoices arrive.
Commissioners signaled interest in incorporating the CIP status into quarterly financial updates and asked project-specific questions about priorities and reallocations. No formal action or vote was taken during the work session.
