Administrator Clemens delivered Aberdeen’s third-quarter performance measures at the Dec. 10 council meeting, tying operational metrics to the city’s budget and the council’s stated priorities.
Clemens highlighted public-safety statistics, saying the city’s clearance rate for major (Type A) offenses stands at 56.8%, compared with a county average of 38%. He reported 92 DUI arrests and 122 drug arrests since May, and discussed placement and replacement of radar speed signs near school areas.
On public-works metrics Clemens said the city completed exercise of 640 hydrants and exceeded goals for replacing water mainline — reporting 2,280 linear feet of water lines replaced in the quarter and more than 1,000 linear feet of sewer line replacement, exceeding the goal of 200 linear feet. Clemens noted some missed targets: dispatch-to-en-route goals for fire/EMS and some catch-basin inspections were behind due to equipment downtime, and hydrant replacements remained below the annual goal (10 of 15 completed).
Clemens also reported fiscal and permitting figures: 75 new business applications in the quarter (65 approved), 502 permits issued, and progress on grant acquisition including a $30,000 match for a parks turf project. He said the city is meeting certain employee-accountability metrics and is improving EMS-billing turnaround (processing within 14 days).
During Q&A council asked about a broken street sweeper; Clemens said a disconnected line had caused downtime but the machine was repaired and back in service.
